Recent high school grad Loretta Owens, 17, will be heading to New York University in the fall to major in social work. But when she attended The African American Festival, it was clear she was ready for the Big Apple when it came to her style. The Bowie resident wore a multi-color print racer-back top with a navy hi-lo skirt -- both from Forever 21. She added gold crocodile-pattern flat Sam Edelman sandals from Nordstrom and a multi-metallic braided headband from Forever 21. Her bangles were a collection from various places, setting off the centerpiece -- a stretch bone cuff that a friend brought back for her from Africa. Her brown satchel was a Target purchase. Owens says she like the "retro hipster" look, but describes herself as "thrifty trendy."
